How are you tagging the images?

So far as I have tried I can reverse the process as far as an immediately spotted image is concerned using Undo.

If, however, the Error goes unnoticed for some time Undo might not be appropriate.

Maybe consider moving images to folders related to tagged states? Or simply create Clones Variants at a particular point after rating (for example) to create a point that can be returned to instantly if required.

I have a MacBook Pro running C1 13.0.3 with no issues with Undo for ratings, but I regularly assist another photographer's MacBook Pro running C1 13.1.1, and the bug you mentioned is present on that machine.

And I totally understand your pain. I had the "Edit Selected Variants" still enabled when the client was viewing multiple images on screen, and ended up accidentally removing the ratings for a whole batch of images, twice, during the shoot. Undo didn't do anything at all for the ratings, but still worked for everything else like image selection and image adjustments and even color tags. It was only ratings that I was experiencing issues with on that machine.

I'm not sure if the bug is caused by different version of C1, or if it's also macOS dependant, since the machine with 13.0.3 is running Mojave, and the machine with 13.1.1 is running Catalina.

C1 always has bugs. Nobody ever seems to really fix them properly, and every year we have to pay money to upgrade to a new version with even more bugs. And we have to live with them cause LR is even worse.

This is clearly a bug so you might want to submit a request to C1's support team. You will not get any help here in this forum.
