How to open Nikon Z6 II Raw files in 13.1.3.13?
Just purchased Capture One for Nikon. After installation and activation, I found, to my dismay, it doesn't even support my only camera. Since I can't even use the software, I'd like to ask for refund. Please let me know how to ask for refund. Thank you.

I would expect that you will see support for your recently released camera quite soon.
Due to timing of releases around this point of the year - Apple and Microsoft releases as well as camera and lens manufacturer activity - a lot of things happen around now. All of that takes some time to enact and co-ordinate.
So I would suggest just waiting for a short period.
However, if you really want a refund this is not the place to ask as it is primarily a User to User forum.
Use the "Submit a request" option (see the top right corner of this page) where you find a link that provide for you to communicate privately with the appropriate people.
There is also at least one article in the Community resources that describes how to request a refund so a search should find that and any other related articles quite quickly. You can pick the guidance that seems most appropriate to your requirements.
The Knowledge Base articles list is probably the best source of information.

And you'll see from this video https://youtu.be/Lfp0ozadQvc that Capture One is not alone in not yet supporting the Z6 II. Anthony Morganti, who made the video, uses Lightroom, but he found no raw converter (other than Nikon's own Capture NX-D) that yet supports it.
