Configurable brush adjustments settings

Capture 21 added the ALT and SHIFT to allow a quicker adjustment of the brush, but as it currently stands is not very usable.

First, the user should be able to choose whether the LEFT or right button adjusts the value. The only option on Windows is the right button, which makes this very unfriendly when using a WACOM pen.

Second, the sensitivity of the adjustment must be configurable, much like the speed edit sensitivity. Going from 0 to 100 is barely 50 millimeters of a pen stroke. That is way to sensitive! It makes it virtually unusable to get a desired sized brush.
