Capture One Pro (SONY) Won't Open after Shutting Down.
Can't run C-One without crashing as posted a previous post. Once the app has been closed, it will not open again until the machine is rebooted. To be clear, Capture One is NOT running, as confirmed in the task manager. When attempting to open the app, I'm presented an error stating I'm only allowed to run one instance of Capture One at a time.

C1 runs process with several different names and sometimes the final save activity can fail for some reason and go into a perpetual loop. It's rare but if it does happen can appear to report as per your post when in fact there is a good reason (in Windows OS terms) for the message.
The Log files may help to identify what is happening - usually something to so with the final saving of information about settings and stuff - but is not easy to read nor, in my opinion, especially helpful of one cannot look at the code to try to connect the reported anomalies with the action in process and the expectations of the action.
I think your best option, unless you are a development wizz who can interpret log files, would be you use the "Submit a request" option and report the problem to the C1 Technical Support team in order to get some advice about what, specifically, is happening in the shutdown process that leaves a process hanging, incomplete. You will probably need to get to the root cause of that to resolve the problem.

Thanks! I did the Submit a Request thing as suggested. I'll wait to see how this goes.

I have the same problem and no idea to fix it ;( please help me. I did the Submit a Request and I didn't get any answers.
