New Session/Catalog on a 14TB External Drive Does Not Work

I'm trying to create a new session/catalog on a new external hard drive which has 14 TB capacity. However everytime I clicked that New Session or New Catalog, it shows the usual popup and when I click the three dots to change the directory, the popup disappears and then nothing happens. I can't choose a custom directory.

I've validated that the external drive works. It's in APFS format. I have already moved my existing sessions/catalogs worth 400GB on this new drive. I'm able to open and check the migrated catalogs and they are opening.

My machine is MacOS Catalina

5K 27 inch
3.6 GHz 8-core i9
Radeon Pro 575X 4GB
64 GB RAM

    My workaround right now is create a new session on my default session directory. Import the pics from my camera. Once it's done, I copy the whole session folder back to the external drive. It's not ideal but it works.

    I wonder if this is a permissions bug in C1? I think someone else had reported something similar
