Clipping Warning: Warns earlier than set

Used to LR6 and new to C1, assuming the clipping warning works the same, I am confused by a highlight warning for values around RGB_168_177_203 with a warning limit set to 250. Instead I would expect no highlight warning in the entire image.

Additionally I wonder why the current color in the histogram (vertical orange line) appears at a quite different position in the levels panel (rather at the center)? I would expect both lines at the same position.

What might I be misusing or misunderstanding here?
