    I'm not 100% clear what you are asking, but...

    You can 

    1. create a process recipe that creates a 48"x14" image - set up the scale in the process to dimensions of your choice - my screen shot here is of one for a 10 x 8 print but you can obviously change that to suit. (NB: use the setting for Dimensions, not the setting for Width x Height, so that the cropping in step 3 below will work properly.)
    2. Select that process recipe.
    3. In the crop tool, set the crop ratio to Output - now when you crop it will crop to the ratio you set in the recipe.

    Are you getting the correct ratio (48:14 aka 24:7 aka 3.43:1 (approx)  ) but not at the size you require?

    If so the following information might help.

    The resolution controls the advice you will get about the possible size of the image that can be produced taking into account the number of pixels available in the cropped area of the image. See the numbers displayed on the top and left edges of the crop box. If they display coloured RED they do not currently match the required dimensions and if adjustments do not allow them to change from red then the current settings do not allow the defined requirement to be achieved.

    Capture One can make a one-step enlargement to 250% .
