Library Tools - Locate and Synchronize not working after moving catalog to external hard drive

I moved my C1 catalogs - folders and subfolders to an external hard drive using the Library Tool in C1. After the move was completed I added the external hard drive and clicked "Locate" on the topmost folder in my C1 directory however it only brought in the 1st subfolder and not the entire hierarchy. I continued with this until I reached an subfolder with images in which the images were not showing so I selected synchronize in which it brought in the images but without any of my editing. Any solutions on how to bring in my entire folder hierarchy and my previous edits?

I'm on C1 ver 21 on a Mac (OS 10.13.6 -High Sierra).
