please improve layers

The way layers work now it hard to tell which layer you are working on. You could be in levels and there is no indication if you are adjusting a layer or the base file. It would be wonderful if there was a pop up menu for layer in each panel or at least a pop up layer menu in the main menu bar. Right now I think this is the biggest weakness of C1.

    If you don't see this, go to View>Customise Viewer>Viewer Toolbar.
