Layer Tool Hand/Spot/background change

I would like the Layers Tool to automatically switch to Background , when you choose a different tool, like the hand tool on the Tool Bar.   And not have to go to Layers Menu and click on background, after using the quick tool bar spot tool and then switch back to the hand tool..you still have to go to Layers Menu and click on background to use any other editing tool. !!!!  This drives me crazy.  You can't edit with any other tool, until you click on background in the Layer Tool.  

I think this is only after using the spot tool on the tool bar... quick nice little tool.. but, switch back to the Hand tool to do something else and you have to go to the Layer Tools to click on Background, so that ALL the other tools will work.

    With a console, like the Contour ShuttlePRO V2, you can programme a button to select the hand tool and set the layer selection to the Background layer at the same time.

    No one should have to buy or use another program, plug in, or gadget to make COP more usable.
