    Do you mean the tool tabs? On a Mac, you can use Cmd-Drag to reorder them. This is shown in the tool tip shown here.

    So I should think that with Windows you will have something similar, perhaps Ctrl-Drag? If you hover over one of the tab icons, do you get a tool tip like I have shown which would tell you?

    Alt-Drag for Windows.

    In most cases, if you hover the cursor over a tool for a fraction of a second longer than it would normally take to activate it you should see a "Tool Tip" that informs about all available options.
