JPG - Data loss with metadata/EXIF input?

Hello,

when editing JPG files, there is a loss of data each time the file is saved due to compression, so the quality gets worse each time the file is saved.

But how is it when you edit only meta/EXIF data?
Is there also compression with data loss when saving such data?

I have heard that this depends on whether the image file is also opened (i.e. the image is loaded) and then resaved, or only the Exif information is changed.

E.g. open in Photoshop and then save => quality loss
Display Exifs (file information => details) in Windows Explorer and change => no quality loss, because only the Exif part is changed and the image part remains untouched.
