Catalogs offline

I have been trying to deal with this offline issue for sometime. I'm hoping that this current info might help someone help me!

Beneath "Folders" where it says images are "In Catalog" there is not an issue (see attached). Where "In Catalog" is empty but the images are listed below in "Photo Masters 31 March 21" all images are offline. I have 74 catalogs offline, 16 of them have no problem, the rest are.
