Could not enable plugin 'Open With Menu'

I just upgraded from 20 to 21 in the hopes that it would solve a major problem. It didn't. I'm using an M1 mini. Out of necessity, because of the small internal drive, my Home folder is on an external NVMe drive. Both C20 and C21 work perfectly, except plugins won't load. I have another account on the Mac with its Home folder on the internal drive. Plugins work perfectly there, but when I switch to my working account the Open with Menu plugin times out and fails to load. Due to space I can't move my Home folder. Theoretically I should be able to have my Home folder anywhere I want it. Any suggestions?
