Capture One 21 Annotations, Wacom Tablet, annoying behavior

I would like to make adding annotations a regular part of my workflow, drawing them with my Wacom tablet. However whenever I try to write something, the tool will randomly stop drawing. For instance, if I'm in the middle of writing a word the tool might stop functioning as I go to cross a "t" or dot an "i". If a wait for a few seconds, the tool will start functioning again. It's incredibly annoying. What gives?

 

Anyone who's dealt with Wacom tablets and Photoshop as likely had to deal with inconsistencies and issues with Wacom drivers and Windows ink. Once you've got things sorted out, the last thing you want to do is mess with those settings/files again. I'm hoping this issue can be resolved in a way that doesn't break the Wacom's pressure sensitivity in Photoshop.
