capture one 21 opened always with 2 or 3 instances on my windows 10 system.

  There is an option in preferences to open sessions and catalogs in new windows - see screenshot.

  

  If that is checked, then Capture One can open more than one session or catalog at a time. If it is unchecked then opening a new one closes the old one. 

  If you had that option checked, and closed Capture One with more than one session or catalog open, perhaps when you restarted it, it would open them all again?
