Layers not copying to Style
Layers don't seem to be copying to Styles. Using 14.3. If I copy and paste from clipboard from another image it works fine but if I save as style and then apply style, even though the layer was selected in clipboard when I saved the style, it doesn't seem to work.
Any help please?

Based on your description I am not sure what you are expecting to see.
Creating a Style means saving the adjustments made in the layer (just the adjusted tools, not the masking, etc.) to a style.
To make use of the Style in a new layer one would create a suitable layer in the image and then select the style to apply to it using a mask suitable for the layer (and the tools in the style definition be suitable for the layer type.)
I sort of get the impression that you may have been expecting a different result - so have offered this description on that basis.
If that impression is wrong could you offer a little more detail about what you are doing and how you are doing it?

I'm trying to apply a style to all images on import which will increase their exposure by a value of 0.4 regardless of what the current exposure setting is. Using a layer seems to be the correct way of doing this but I cannot apply said layer on import, I would have to do it manually. Considering that the number of images and databases required is very large, I was hoping I could create and apply a layer via a style on import to catalog. It does not seem possible however.
(the 'why' is due to trying to fix 2 million images split over tens of thousands of sessions for a digitization studio which for 9 years used an incorrect brightness reference and needs this repair done during migration to a C1 database system).

If you know you want to apply the adjustment to all images I'm not sure the use of a layer is really required. It would certainly add a little complexity and a little processing overhead. Not a problem for a few images, a bit more of an issue for 2 million.
Two thoughts.
If you need to keep the original AND have your adjusted edit one way of having both readily available without needing to turn a layer on and off would be to mass create a copied variant for each image and use the new variant for the exposure adjustment.
If you are adjusting a tool by a fixed amount compared to its current setting a quick way to do that is available using the Keyboard shortcuts or, in V21, a speed edit.
I think you will find the shortcut under the "Other" section of the shortcut editor if you search for shortcuts relating to "Exposure". (I'm looking at V20 at the moment. The shortcut to add 0.1 to a current exposure value is Alt+Add.)
So the post-import activity (unless you work with the files as they are in the current sessions but allowing, perhaps, for session upgrades for the processing engine - taking some care for the oldest sessions.) would be to select all images, use F8 to create clones of the edited images.
The cloned variants should remain selected after creation. Press Alt+Add 4 times for a 0.4 exposure increase for all selected variants and that is the job done once C1 has spent a couple of seconds applying the adjustment to all of the files.
You would then have the original settings and your updated settings available. It might also be worth adding a keyword to all of the selected variants (or some other IPTC metadata field) to clearly identify the ones with your adjustment for future reference by whoever might need to work with them.

That's an interesting idea. I just tested it and it works fine as you say. Question is if I'm doing that I might as well create the layer and copy paste it? I have a feeling it's a more stable method when applying the changes to ten thousand images at a time (max size I dare to make a database)? It's instantaneous with 700 files in a quick test I just did but might bog down with so many at a time and not copy all of my keyboard commands? With the copy/paste of a layer I can just wait for it to apply.
One thing I like about Capture One is the ability to do things in multiple ways. It's a power user friendly UI albeit understandably over complex as a result for the beginner or casual user.
I don't need to preserve the originals thank goodness! they are being kept as sessions on the servers.

Just came across this myself. There seems to be something one needs to consider when saving a custom style:
1. If I select the option from the main menu (ie. Adjustments > Style > Save Custom Style), then only the main background layer adjustments are considered. I assume C1 wouldn't know how to create a style if the same tools had adjustments on different layers.
2. If I click on any layer in the layers tool and select to save a custom style, then I *can* create a style from these layer adjustments.
