Capture Folder creation

I'm testing the upgrade of CP1 12 to CP1 21. Everything is going great so far. My one question is why the elimination of both creating new folders via flyout menu in the Library tab and being able to change its status to Capture, Select etc.? I know there is Add Folder.. but it brings up a Finder dialog which adds another step. There is no way to choose it as the Capture folder unless I switch to the Camera tab and use the Next Capture Location tool. While using the Next Capture Location tool handles most of my issue Im curious as to why the previous capability was removed.
