Copying layer clears layers

Several times over the past couple of months I have experienced a bug where all of my layers are cleared after attempting to copy one layer to another image.

Select base image>shift select the rest>use the copy setting button within the layers panel>select desired layer>apply.

The layers within in every selected image are cleared. The adjustments are still there, but gradients gone, brushed masks, Luma Range setting gone. All of my hard work gone again. I have put in more than one request for a fix, and nothing. Has anyone else experienced this?
