    Maybe something to do with File size limitations?

     

    From the Release Notes:

    File size limitations 

    • Smallest supported file for viewing: minimum side of 16px. 
    • Smallest supported file for editing: minimum side of 512px. 
    • Largest supported file: Width x Height must be smaller than 40000 x 20000 pixels or sum thereof.

    Smallest supported file for editing: minimum side of 512px.

    The size of your file is probably too small. You cannot set the size of your file in C1, you must use a pixel editor like Photoshop, Microsoft Paint or whatever other program and somehow increase the size of your file, maybe create a bigger area around it, ideally a non-uniform color (not just one color) as otherwise the file size would probably be compressed when using jpg so that it doesn't get much bigger, then after export from C1 you can crop it again.
