Assuming you are asking why people might use local layer-based contrast adjustments rather than the mechanics of the process, you might possibly get wider audience for the question in the "Workflow and Common Photography Exploration" section of the Forum.

My simple response would be that many people may not see a single global adjustment as the ideal solution to their contrast (or decontrast) needs in terms of their photographic artistry. Others may have more incisive observations and use cases.

OK thanks. I think my question is how do you use it - brush over one object, or just the edges of the object? I don't see how to change contrast without relating it to the whole image. Sorry to be dense.

When you are using a style brush, you are creating a local adjustment layer mask as normal. Style brushes simply provide a quick and easy way of working.

Say you have raised shadows globally and then decide the shaded area under the trees needs more contrast. Simply brush over the area until the desired level of contrast is reached. The Style brushes normally default to a low flow which makes it easy to build up the desired adjustment. You also have the option of varying the layer opacity to fine tune the result.

    Hope this helps.
