tools are not working

I have a jpeg picture but the tools are not working.  Is it because it is too small  34kb??

    The size limit works on the pixel size of the image, rather than the file size in kb. If the image is less than 512 pixels wide or high, Capture One won't edit it. 34kb certainly sounds like a small file, so maybe it is below that size limit.
