When I merge 2 catalogs do the keyword linraries merge as well?

There is nothing you need to do. If you have used Keyword Libraries and not just catalog keywords (or session keywords) one of the main advantages is that they are available across all your sessions and catalogs.

I'm not sure - I have always used keyword libraries. Perhaps someone who knows will be along and explain.

There are 2 aspects to Keywords.
The pre-prepared Library approach and the dynamic Keyword discovery approach.
The Pre-prepared approach will typically mean that you prepare or obtain a ready-made library of words that you are likely to use and then select and apply words from those lists as you require them. They will typically be imported to a known location on your system and sit there available for all usage by C1 (or other application, possibly.)
The dynamic libraries allow one to add Keywords that are not in the preprepared libraries. The "words" typically sit with the Image Edits and are gathered together when a catalogue (or session) is opened.
They may also arrive pre-embedded in an Image Source file or, possibly, via a XMP sidecar file maintained via another application. This is very likely to be the basis of a "Catalogue" keyword library.
You can, should you need to, also create a Catalogue or Session Keyword Library from an existing Catalogue or session and then import that to a new catalogue or session. So one way or another you are completely covered.
