Inverting mask

Hi, I facing with this problem every time.
1st screenshot - new layer and creating mask
2nd screenshot - copying mask from 1st layer and inversing it. And here is the problem, I still see pale ghost of the mask from the 1st layer.
3rd screenshot - cleaned inversed area, manually.
How to rid off that problem, maybe it's somewhere in settings but I didn't find.
Advise, please, how to fix that.

Is the initial layer (1) at 100% BRUSH opacity?
I'm not talking LAYER opacity, but BRUSH opacity.
For example, if the BRUSHED opacity is only 70% (or any range but at some point less than 100%) when you invert it the result would be the Mask set at 30%, not 0%.

Brush opacity of the initial layer is 100. Here is brush settings that I used for all layers

Try with Brush Flow 100%. Only if opacity and flow are set to 100% then the mask is 100% opaque with the first stroke. Flow 25% means you need to brush each pixel 4 times.
You can see from your first image that the mask is not 100% opaque everywhere:
