Copy and Apply not working to match white balance between images
I don't know if something is stuck in the program or this is a new behavior or user error. I have two sets of images shot on different days. I want to match the White Balance. They were captured using C1 and then the images and adjustment files were copied to a second computer for editing. The white balance on the second day was set slightly differently when shot. I want to match the White Balance. When I click Copy in the Adjustment tab the While Balance is not getting selected. Even when I try to copy the white balance directly from the White Balance window I cannot apply it to the other image. However, if I make any change to the white balance and select copy it works. My work around for today is to make a change to white balance, copy it, and then reset the color balance and copy and apply it again. I consider this a big problem because I just assumed it was working and the difference is not large so I didn't realize there was a problem until I started editing the images in Photoshop and they didn't match for color.
Is there something I am doing wrong? Has the behavior of C1 changed (broken) in a recent update? Other suggestions?
C1 22 Pro, Build 15.1.0.123. Mac OS Monterey 12.2.1, MacBook Pro, M1 Pro

Are you apply the change via a Layer and a mask or on the Background layer?

On the Background layer. These are Canon .CR3 Raw images with the .cos settings files copied to my computer from the C1 tether captured images. So no further adjustments or any layers.
