unconstrained crop

The Shift Key doesn't work, when I try to unconstrained crop. any ideas?

    If you want to get an unconstrained crop, you need to choose unconstrained from the crop ratios.

    If you have already chosen unconstrained, then using Shift as you drag a crop should retain the existing ratio in use for that image.

    When I've have chosen unconstrained, then use shift and drag it does not retain the ratio.
