On a Mac, the .cocatalog file is in fact a package, and if you right click it you can "show package contents". When you do so, you see that inside it as a file called [filename].cocatlogdb which is the actual catalog database.

On Windows, it presents slightly differently I believe, and you should see the .cocatalogdb file in a subfolder. Are you trying to open the .cocatalog file or the .cocatalogdb file?

    thank you for answering.

I'm now trying the "check database". There was some error that I was able to fix. Still the file is not visible in the restore procedure but after the health check it seems I can open it. Now i'm trying to adjust path locations.

In any case, it's strange I cannot see the file from the restore but I can from the health check for example. It should means that it could work also in a cross platform situation...
