    Nothing helpful to add I'm afriad, but I'm experiencing something similar in 15.3 on Windows 11. C1 opens but the Library drop down remains collapsed so I cannot see any detail within the catalogue even they though they have apparently  been upgraded to 15.3. My catalogues are not read only.

    I haven't figured out a workaround and at the moment it has rendered C1 unusable!

    I followed the instructions and C1 starts again :)
