If you put that many tools in the top (pinned, non-scrolling) part of the tool tab, there may well be no room for some of the them to open. If you want to have all those tools in one tab, you can, but you would need to move them to the scrolling part of the tab.

Click the ... on any one of the tools, and choose Move Tool to Scrollable Area. Once you have moved any tool to the lower, scrollable part of the tool tab, you can move any of the others just by dragging them below the divide between the two areas. You may want to leave some tools in the top, non-scrolling area - for instance I like to keep the histogram tool always visible so I don't move that to the scrollable part.

In the pinned (top area) tools will collapse and expand as required to fit the space. In the scrollable area, you can leave tools expanded and scroll down and up if that means they fill more than the space available. (It's more of an issue on comparatively small screens - I have much less room for tools on my MacBook screen than on my desktop iMac screen.)

Thank you for that. I saw the scrollable area option, but didn't understand the impact.
