Speed edit keys should work on layers

Unless I'm doing something wrong (which is entirely probable) the Speed Edit Keys only work on the background layer. They don't work on any other layer selected. I'd love to have this changed to where the speed edit keys apply to whatever layer you have highlighted.

    No problem here, Speed Edit Keys are working fine on layers.
    Make sure you have a filled layer or any kind of mask on the layer to make the effect visible.
