Why ask for a separate tool for everything and anything and for such a special and certainly rare case? This can also be done easily, e.g. with the Heal or Clone Tool.

Politely disagree entirely. I just want a tool for this purpose and nothing else. IOW I really can't take the entire responsibility for the apparent plethora of specialist tools that maybe other people require:-)
It's REALLY not a rare case ...for me. Presumably your images do not contain identifiable and privacy-busting car number plates for which I have the greatest difficulty easily obtaining appropriate permission(s). However mine do. Hence the Feature Request to C1.
Yes, the Heal or Clone tools are greatly used and, man, does it take a long time to get done ...to my satisfaction. It's hardly a creative use of my time. Even multiple layers are not that helpful. I could do with Photoshop's rasterise-down for layers to avoid the multiple target ghosts and layer overlaps that inevitably result/appear.
I speak from much experience blanking car number plates and privacy is important.
Thank you for your interesting comment albeit slightly negative. On a more positive note, as the OP, I certainly DO want that tool/algorithm from C1.

Agree entirely on all aspects:-) I still hold a candle for the intelligence of C1's programmers to fill a need albeit apparently just mine.

To elaborate though I didn't think that the programmers would need any such: Two axis fill/gradients because most shots including number plates have changing lighting levels across both axis and, usually. changing colour casts with disparate distinct shadow areas. Monochromes are a bit easier.

It takes moments to paint a Healing mask on the subject to be obscured.
Or, paint an Adjustment layer, then set Exposure and Brightness to a suitable negative value.
There are already several easy ways to mask a number plate.

You can create a style brush to do this. See my screenshot - follow the guidance here
about how to create a custom style brush. The only adjustment I have used for this is as shown in the screenshot - the curve tool completely horizontal at a level of 128. There are probably other ways you could do it, but having done so you can just paint it on.
The screenshot shows the result.

There's only the one PIRAN (there are twice as many Keith Rs). Have tried various ways (layers exposure brightness etc) but never been satisfied. Hence my Feature Request for a number plate tool - the very act of asking seems to have caused anger. Ian Wilson interesting idea - effective, simple not pretty but much quicker than my laborious edits. Thank you for taking up some of your time to help me.
Feature Request still stands: ?layer tool? - four point wire frame geometry with edge/border softness & corner options - two axis/sets of gradient fills with start/stop colour/shade pickers. If you're up for it C1 I'll Alpha/Beta it with or without NDA:-)
