Overlays do not resize with crop in real time

I had not upgraded to 15.4 until today, and was running 15.0 or 15.1 previously, but in 15.4, when you resize a crop the overlay does not resize with the crop until you release the button and lock in the crop. In the past, the overlay image moved fluidly as you resized the crop. 

This is important in my commercial work because more often than not you are resizing the crop to make it fit something in the overlay. Now you have to drag and release, let the image reload and drag again.

It worked before, it can again....
