Cant edit V22 images if already edited (Layers and Crop)

When i load old but edited images all adjustments are grayed out. If level adjustments are removed they can then be edited, however if already cropped  the crop cannot be resized and adjustments are also grayed out. unlike levels these cannot be removed so are rendered uneditable.
