Crop tool changes crop when copy and paste from one image to another

When copying settings from one file to another the crop changes in image settings are applied to.

It will then apply the same wrong crop to other images, consistently. 

No layers or styles applied.

    Same issue. Massively frustrating. Back to version 22 until it's sorted. I don't like being used as a beta tester.
