I also have C1 version 23. The problem does not exist in C1 23, but C1 23 randomizes images imported into a manually sorted album. This is known to Capture One and they say they are working on it. Meanwhile, pick your poison.

It was odd that if this was a bug, no one else experienced it enough to mention it. Turns out, it is not a bug, but a problem with the panorama file and the database, which I discovered while avoiding supports advice to reinstall C1 22.

I used the copy of C1 22 in which I opened the database with the export problem to create a new catalog and imported the same images and stitched them into a panorama DNG, which I exported normally. This sounded like a database problem, not a C1 installation problem.

So, I opened the catalog that had the export problem and ran the verification tool. It stopped on the line, "Checking for catalog folder collections without a project." I let it repair the database and the verification was OK. The export problem was unchanged.

I deleted the panorama DNG and the referenced DNG file and restitched the panorama, which now could be exported normally.

So, the problem was probably in the panorama DNG or an interaction between that DNG and the "folder collections without a project" issue, whatever that is.
