Well it works for me .... sort of.

If I right click a file in Finder [Did you mean Finder rather than Preview?] I can choose Open with ... Capture One 23. But then it gives me a dialog box and I have to choose which catalog or session I want. The thing is that Capture One doesn't just work with standalone files (and it doesn't on Windows either). But then it's the same with other apps that use any kind of DAM for the images - Lightroom Classic also doesn't just open the image: after you've chosen to open it with LR in Finder, it takes you to the LR Import dialog and you have to import it into your catalog.

It is different for apps that don't use anything like a catalog - so for instance you can just Open With Photoshop, or with Affinity Photo, because they work on a single image, without anything resembling a catalog.

If you can't see Capture One 23* on the list when you choose Open With in Finder, you may need to choose Other... and navigate to Capture One 23.app in the Applications folder to get it to add it.

*Or whichever your version is - maybe 22 since that is the forum you have posted in.
