"Adjusted" search criteria

Hi,

I just tried to create a Smart Album, with one filter, Adjusted = Is True.  It selects every one of my 92976 photos in the catalog, including those with no adjustments and no keywords.

Can anybody help me to understand how this is supposed to work?
