Possible to make a merge HDR RAF plugin?

Fuji cameras spit out HDR RAF files where the 3 exposures are stored in one RAF file.  I was hoping I'd be able to make a plugin which basically adds a "HDR RAF - Merge to HDR" option to the context menu which basically parses the RAF file and then sends it through the native "Merge to HDR" context menu action and produces the output.  Poking around the SDK I don't see a way to invoke native functionality like that exposed after doing a little pre-processing.  I'm curious if anyone on here has any ideas about whether this is possible or not before I spend any more time on it.
