C1 23: New install, registration won't take

Morning, all!  Just installed C1 23 16.0.2.11 on Win10 (latest patches). Have to log into web page and re-authorize every time I launch: no errors, no popups, no alerts whatsoever. C1 works fine until I shut it down.  Tried de-authorizing multiple times, but the "Licenses" section adds new "licensed" or "delicensed" entries every time; up to about 10 "licensed" or "delicensed" in the list now, no authorization is taking.  License is valid, legal, paid for, etc.  Opened ticket, never got a response.  Is there a trick or a manual registration (command line ala slmgr.vbs type thing) that fixes this?  Is this a bug in 16.0.2 and can I get a link for any older version of 16 that works?  Thanks.
