The issue - like many issues - does not seem to affect all users. I have no issues with 20.0.2 on both Win8.1 and Win10 (1909) and the Open With plugin.Please do report to support, it needs attention.

Please check again. You should be able to create a Project in an Album, Smart Album and Group. You can not create a Project inside another Project. That is by design.
