It does, thanks. Not sure why this limitation exists in C1, as Preview and On12019 have no problem upscaling jpegs less than 512 on a side...Guess I will have to filter those out, and fire up on1 ...

I uploaded these, and then downloaded them from this site, and brought them both back to C1...The frog still fails to resize, and the Mushrooms are fine.
