Are you certain you're adjusting IN THE LOCAL ADJUSTMENTS TOOL TAB and not in the EXPOSURE TOOL TAB for instance?(EDIT : RichardT was faster than me 😊)

Your output recipe must be wrong. I export to 1280 and 1920 px size on a daily basis, and have experienced no such issues.
