Just to finish this... I realized after much searching that while the images on the hard drive folder are 'greyed out' pressing 'Open' does open them in the C1 import dialog box!!Just did not go to...

Many thanks......created a skin tone and saved it.I then transferred the downloaded skin tones into that newly-created folder.The one I created i.e. face.xlm does appear but not the downloaded ones...
