My guess

OS Version: Mac OS X 10.13.6 (17G14042)

Last year this time several people noted that the just released Capture One 20 didn't run on High Sierra. I'd expect the same of Capture One 21. I do not know if this was limited to certain hardware or if it always failed on High Sierra.

I have the same error on Mac OS 10.15.7 on a MacBook Pro 4,1 (early 2008) with Capture One 21, and I couldn't start the latest update of Capture One 20 (13.1.3) either on that machine. However, an earlier version of Capture One Pro 20 (13.0.4.10) works.
