HDR option not working

Hi Using the HDR for first time and when I right click on a picture, the merge to HDR option is there but not highlighted. Anyone idea what's wrong Thanks Stuart

   Shoot 3 images bracketed with 2.0 EV between each image.

  How do you merge one image, Stuart?
