Why do so many "MOVE TO SELECTS" show up on that list above "Exposure warning" option?

This is really strange. What is it that you do to get this list in the first place?

I clicked on the >>> to try to toggle "show exposure warning" button and these weird options show up.

I tried different workspaces and the cursor tools refuse to be centered.

If the >> sign shows up, you have more icons on your toolbar then fit on the screen. I suggest to reduce the number of icons or remove spaces.

Or... contact support over this issue.

I'd start by right clicking on the tool bar and selecting the "Customize Tool bar option". I'd drag in the "default" toolbar and make sure everything works. Then, if desired, I'd do further customizations to get the toolbar the way I want it.

I noticed that in the conversion from 12 to 20 the toolbar changes such that it 20 is different from 12 yet not the the same as the default. It worked out OK for me. Perhaps the version conversion didn't work out so well for you.
