THIS IS PLAIN BAD USER INTERFACESliders in Local Adjustment sliders SHOULD affect settings in that section.It doesn't make sense that Sliders in Exposure should affect local adjustments.

If you make an layer in the local adjustments tool tab then switch back to exposure tool tab and make global exposure/wb/ etc adjustments they are made on that layer instead of on the whole layer. ...
