The star rating problem is a bug in 8.3. I was advised to downgrade to 8.2 while they fix it.

This is a known bug with C1 8.3. Your workflow is the same as mine. I was advised by Phase One to downgrade to 8.2. You may want to do that and also open a support ticket so as they get the message...
