Apple added updates to Ventura this morning and here we are with COP23 not working.
Apple installed new updates to Ventura 13.0.1 this morning and as usual, we have problems opening COP23. This is getting tiring to say the least.

I have the same issue and after reading some online articles, we won't be able to use 22 until it's upgraded to 23. Normally a new version is released in November.
