    Depending on how "small" compares with your native screen dimensions you can also use Recipe Proofing to display images at smaller dimensions. This may have other benefits when viewing images in reduced dimensions. Control over Sharpening effects for example.

    I agree that it might be useful to be able to zoom out as well as in, and I would certainly like to be able to drag the perimeter of a radial mask where parts of it can sometimes be outside the bounds of the image rectangle.

    Thinking about this some more, while I would welcome being able to zoom out a bit further than "fit" (mostly for the reason of ease of adjustment of radial masks) I wouldn't want to get rid of the proof margin. It's not the same thing as a zoom ratio, and it is useful sometimes to be able to switch it on and off quickly to see what the image looks like with a bit of space round it.

    One of the two items I miss so far from Lightroom (other is copying local adjustments such as graduated and radial filter and its settings with a simple right click -  https://support.captureone.com/hc/en-us/community/posts/360011775858-Duplicate-layer-in-same-image?page=1 ).  As stated by the OP, some adjustments will have control points beyond the borders of the image. I would at least like to see .25x magnification option, that allows most high MP images to fit smaller than screen on a 4K monitor.  However, if they can be pushed to 1/8 or 1/16x, as with Lightroom, that would truly be useful with graduated and radial filters.
